Magic Levels

Your magic level is a number from 1 to 4. It indicates what levels of spells you can cast. The spells are classified as either 1 to 4, or as p (for petty magic), where petty magic is lower than level 1 magic. You can cast spells of a rating that is equal or lower to your magic level.

Magic Points

Magic points are expended when you cast spells. They can be regained (up to your Power Level) by sleep, meditation, etc.

Power Level

Your Power Level is the maximum number of magic points you can have. It increases when you increase your Magic Level, by a number determined by a dice roll. The number and type of dice depends on what magic career you are following, your race. I usually play another rule that you can spend EP to boost your Power Level (100EP per point) up to the maximum you could have rolled.
